Bidding & Contract Requirements

1. Cumberland Community Unit School District 77 will receive sealed bids for asbestos abatement work at Cumberland High School and Cumberland Elementary School in Toledo, Illinois. The work of this project is titled Asbestos Abatement for Mechanical Upgrades. Sealed Bids will be received until 2:00 P.M. on March 10, 2008, in the office of the Architect/Engineer (The Upchurch Group, Inc.; 123 N. 15th Street; Mattoon, Illinois 61938; Telephone 217-235-3177). Bids will be publically opened and read immediately after the specified closing time.

2. Bids shall be enclosed in a sealed envelope endorsed "Attn: Asbestos Abatement Work for Mechanical Upgrades", and be delivered to The Upchurch Group.

3. The proposed project includes removal of tank insulation and pipe insulation from the High School and Elementary School Boiler Rooms, and the removal of pipe insulation throughout the High School Corridors, Gymnasium, and Locker Rooms.

4. Not less than the prevailing hourly wage, as determined by the Illinois Department of Labor for Cumberland County, shall be paid for any part of the work, or, if applicable, the City of Toledo's Prevailing Wage Ordinance in effect at the time of the work insofar as it may apply. The Method of Payment shall be a Lump Sum Fee plus costs associated with contract unit prices, if any.

5. Bidding Documents are available from The Upchurch Group by depositing $30.00 per set, payable to The Upchurch Group, located at 123 North 15th Street in Mattoon, Illinois (Voice at 217.235.3177). Bid bonds are required, and bidders shall not discriminate against any employee or applicant for employment for this work because of race, color, creed, or national origin.

6. The successful Bidder shall furnish a Performance Bond and a Labor & Material Payment Bond each in an amount equal to 100% of the contract price. The bonds shall be delivered to The Upchurch Group prior to the successful contractor being issued the Notice to Proceed.

7. The owner reserves the right to waive technicalities or to reject any or all bids. The awarded bid will be accepted by Resolution of the Cumberland Community Unit School District during the March Board. Acceptance will be based on the lowest responsible bidder. The construction period will commence with the date of the Notice of Award and shall be substantially complete by June 16, 2008.

8. A Pre-bid Meeting will be held February 18, 2008 at 10:00 A.M. at the project site (Cumberland High School). Interested parties should meet on the south side of the building in the parking lot adjacent to the High School Boiler Room.
